While the amount of water entering a water supply network is usually accurately known, the measurement/assessment of how it leaves is much more difficult. This will include valid customer consumption (metered and unmetered), leakage, theft, meter errors, fire service usage, flushing, and more.

There are recognised approaches for undertaking a ‘Consumption Analysis’ that estimates the magnitude of the various components and the outcome of this can then be used to determine if the extent of ‘Non-Revenue Water’ is acceptable.

This will be influenced by the cost of water production, the availability of raw water (and associated consent limits), the need to provide for future increases in demand and the cost of finding and reducing the extent of non-revenue water.
